India's internationally renowned The Maharaja Sayajirao University of Baroda (1949) has blossomed from the Baroda College (1881) which is one of the oldest centres of learning in western India, accredited with 'A' Grade by NAAC


MSU is the only state University with a residential, unitary character having English as sole medium of instruction, with more than 1200 well-qualified faculty members and 1500 administrative staff to facilitate the learning of more than 42,000 students having cosmopolitan life on campus.


The rich legacy of the University is crowned by the names of stalwarts like Nobel Laureate Dr. Venkatraman Ramakrishnan, Shri Aurobindo, Bharat Ratna Acharya Vinoba Bhave, Gyanpith awardee Shri Rajendra Shah, Dr. I. G. Patel, Lord Bhikhu Parekh, Shri Sam Pitroda, Prof. K. G. Subramanyan and many more.


Having 275 acres of land, the University comprises of 111 departments under the umbrella of 14 faculties, 3 colleges, 8 institutes and 13 centers for specialized studies offering a wide spectrum of courses ranging from kindergarten to Ph.D along with excellent exposure to the co- curricular and extra-curricular experiences.

Institute of Leadership and governance

As an integral part of the University the Institute of Leadership and Governance (ILG) was established in 2016, with a focus on training, trans-disciplinary studies and research in different aspects of leadership, good governance structures, practices and processes which, are highly indispensable in the present day.

The Institute is a non-partisan and non-sectarian organization open to the different ideas, positions and methods on leadership development and governance in alignment with the vision and mission of the University.

The institute principally integrates knowledge of Political Science, Public Administration, Sociology, Business Management, Psychology, Organizational Studies and Social Work amongst others making it interdisciplinary in nature.


ILG academically supports the country’s efforts to move ahead in the comity of nations as a powerful, peaceful, distinctive and prosperous country through its dedicated short, medium and long term programs.

It is built on the core strength of the faculty members of The Maharaja Sayajirao University of Baroda in these areas, the course content and flexibility of learning environment. ILG has a long standing commitment to social change, diversity and inclusion. About Diploma in political leadership and governance

The one year full time flagship program of the Institute of Leadership and Governance; Diploma in Political Leadership and Governance (DPLG) provides skills and experiences needed to take action and achieve meaningful change in self, society and the nation at large.

The student benefits from our strong ties to the local community, esteemed visiting faculties of regional and national repute, fieldwork, internship and mentorship opportunities to navigate effectively in the public, nonprofit, and private sectors.


There is a common belief that “leaders are born, not made”. The belief was broken when a 15 year village boy ‘Gopal’ became world famous ruler, as

H.H. Sir Sayajirao Gaekwad III-The Maharaja of Baroda, after extensive training.


We strongly believe that “leaders are made, not born”. Few examples of people who align with our thinking are freedom fighter Vinayak Savarkar and Dr. Babasaheb  Ambedkar. Freedom fighter Vinayak Savarkar started training programs for fellow revolutionaries and Dr. Babasaheb Ambedkar also started “School for entrance to politics”.


The biggest desire in humans is to influence others; to make a difference and leadership gives this desire the opportunities to propel.  The will to serve and skills to govern is the rare combination in today’s scenario.

Fortunately, there are thinkers, philosophers, entrepreneurs, leaders in all walks of life, who take this matter seriously and reaffirm again and again that leaders are not born, they are made.

The MCQ test will be based on Aptitude and General Knowledge of 30 Marks.

Essay writing would be conducted in both languages Hindi and Engish you can go for any one! The marks alloted are 20.

Group discussion will be conducted on any one of the recent trending topics! The marks allotted for it would be 25 Marks.

Personal interview would be the final round for the entrance exam. It would be having weightage of 25 Marks.
